as the absolute judgment for the existing value of the evaluation object, while the evaluation is actually “the evaluation on evaluation” was neglected. It is not possible to be totally objective, but seeking for a consensus is still needed. Scientific research administration
calls the turn in the implementation of evaluation standard to a great extent. Evaluation is not only served for administration, in a certain sense, evaluation is all about administration. We should realize the conflicts between the evaluation standards of humanities and social sciences, the evaluation standards of study on basic theory and application, qualitative evaluation standard and quantitative evaluation standard, and handle appropriately. In addition, we should deal with serious problems in the implementation of the humanities and social sciences evaluation nowadays, including problems of evaluation subject and evaluation procedure, problems of insufficient study on the complexity of humanities and social sciences achievements, problems of insufficient study on the limitations of evaluation methods, and problems of neglect on the indigenization of the humanities and social sciences evaluation.
